Founder of ISIS?

Donald Trump is lying about President Obama being the "Founder of ISIS" and everyone knows it. If there was a founder of ISIS in the United States, it's the Bush Administration.

Most of these statements were made during the Bush Administration, before the insurgency was known by the name ISIS. So they use the terms insurgency and al-Qa'ida.
